Trump has suggested he would go easier on China if it were more forceful in getting North Korea to rein in its nuclear weapons program.

U.S. President Donald Trump will call on Monday for his chief trade adviser to investigate China's intellectual property practices, website Politico reported, citing an unnamed administration official.

The forced sharing of intellectual property with Chinese firms has been a long-standing concern of the US business community. Pyongyang this week threatened to fire missiles near the US territory of Guam during an exchange of bellicose rhetoric with Trump.

During a media briefing on Saturday, administration officials rebutted the suggestion the trade action was meant to pressure China - North Korea's main trading partner and economic lifeline - to do more to rein in Pyongyang, even though Trump himself has said he would go easier on trade concerns with Beijing if they agreed to help put the squeeze on North Korea.

The decision will not only take action against alleged Chinese violations of US companies' intellectual property rights, but could also be perceived as an attempt by the USA government to crank up the pressure on Beijing to rein in North Korea. "Trade is trade. National security is national security".

Trump has escalated his harsh criticism of North Korea for days, tweeting Friday that the USA had military options "locked and loaded". "They know how I feel", he told reporters on Thursday.

While China joined in a unanimous UN Security Council decision to tighten economic sanctions on Pyongyang, Trump has kept up pressure on Beijing to do more. That effort passed by a 15-0 vote.

"China's unfair trade practices and industrial policies including forced technology transfer and intellectual property theft harm the USA economy and its workers", a second administration official said. "And I think China will do a lot more". "This is simply business between two countries".

Trump wants government officials to look at Chinese practices that force American companies to share their intellectual property in order to gain access to the world's second largest economy.

Trump's first action as president was not ordering the Defense Department to conduct a Nuclear Posture Review. During Republican presidential debates, Trump appeared stumped by questions about the triad strategy.

Such thefts not only damage American companies, but also pose a threat to the United States national security, the second official said. "The current trajectory is unsustainable".

In addition to the United States, the European Union, Japan, Germany and Canada have all expressed concern about China's behavior on intellectual property theft.

The executive memorandum will also target trade-secret theft, which costs the USA economy as much as $600 billion a year, the second administration official said.

"China also funds and facilitates the acquisition of U.S. firms that possess advanced technologies", the officials said.

The Section 301, which was passed in 1974 and heavily used in 1980s and early 1990s, would allow the US president to unilaterally impose tariffs or other trade restrictions against foreign countries. It allows an industry to ask USTR to investigate whether a foreign country is unfairly restricting its sales and to use the threat of sanctions to reach a negotiated settlement. Such an investigation easily could last a year.

Lighthizer is well versed in Section 301 from his stint as deputy USTR in the Ronald Reagan administration, when it was more frequently used.

The process can bypass World Trade Organization procedures for adjudicating grievances.

The latest step follows the opening by the Trump administration of several other investigations into Chinese commercial practices, notably in the steel sector.

There are "a wide variety of potential responses". Responding to a question, a senior administration official said many other countries are facing similar problem with respect to China.

The move, which is not yet an official investigation, could lay the groundwork for one.
