The contention that the President doesn't have authority to introduce law outside Article 370 would mean that Presidential order of 1954 is ultra virus and the people of Jammu and Kashmir continue to remain "protected subjects" of the state and not citizens of India.

"The Articles 370 and 35-A stand challenged in the Supreme Court, hence it is a judicial matter and judiciary is free to do anything".

Mehbooba Mufti warned that any tinkering with Article 35 (A) would worsen the situation in the state when it was normalizing. The Constitution of Jammu and Kashmir, which was framed in 1956 retained the definitions of Permanent Residents in the 1927 and 1932 notifications.

Ironically, while the PDP is a strong votary of continuing with the special status, its ruling partner the BJP contested elections on the plank that it would revoke the constitutional position for Jammu and Kashmir's complete integration with the rest of India.
