Mr Trump later took to social media to hail the vote, thanking Russian Federation and China in a Twitter post for backing the sanctions that either could have halted with their UN veto, adding that he was "very happy and impressed with 15-0 United Nations vote on North Korea sanctions".

In a statement, Pyongyang charged back against the latest sanctionsas a punitive measure for the regime's ongoing missile tests, and launched new threats against the United States, as well as the rest of the countries that support Washington, reports Efe news.

The White House said the two leaders "affirmed that North Korea poses a grave and growing direct threat" to most countries around the world.

In a separate statement released on Tuesday by KCNA, the Kim Jong-un regime also blamed Seoul for conducting live fire exercises near the western border with North Korea, and threatened the South that it "can turn western front-line islands and even Seoul into a sea of flame".

Moreover, the Russian affirmative vote came just days after US President Donald Trump signed an extensive sanctions bill against Moscow into law, leading Russian President Vladimir Putin to force US diplomatic staff out of their missions in Russia. North Korea says its intercontinental ballistic missiles (ICBMs) are a legitimate means of defence against perceived US hostility.

This is not the first time the United Nations has approved sanctions against North Korea because of its nuclear program; the first one was way back in 2006.

"It's a positive but very small step, and can at least help the two Koreas exchange some views on the current state of affairs", Kim Jin-ho, a professor of political science at Dankook University in South Korea, said of the meeting between foreign ministers.

Reuters cited a "senior official familiar with negotiations between the United States and China" as saying that Tillerson's choice of words "was not an accident or a mistake".

Joint discussions between six nations - China, Japan, North Korea, South Korea, Russia and the USA - collapsed in 2009. Along with stopping the missile launches, North Korea would have to quit its nuclear weapons testing, he said recently.

Tillerson did not specify how long North Korea would need to suspend its missile launches.

The forum brought together 27 countries to discuss security issues, including the U.S., China, Japan, Russia and North and South Korea, along with the 10 members of ASEAN. On Monday, North Korea fired four ballistic missiles in an apparent protest against ongoing U.S.

"Since past year, when it forcibly implemented two nuclear tests and more than 20 ballistic missile launches, the security threats have entered a new stage", the Japanese Defence Ministry said in the 563-page document released on Tuesday.

"If we want to know why United Nations sanctions are not working, it's because North Korea is able to operate inside China and Russian Federation", he said.
