Mr Rouhani has vowed to work towards the removal of remaining sanctions and called for more time to allow the benefits of the deal to reach ordinary Iranians.

"It is alarming that individuals involved with Iran's missile program are assisting the brutal Assad regime, and we are taking action to curtail this behavior", Treasury Secretary Steven Mnuchin said of the new sanctions. The Syrian agency produces non-conventional weapons such as the chemical weapons that Assad's forces used earlier this year. One of the officials is the director of Iran's Shahid Bakeri Industries Group. The sanctions also target a series of Chinese companies associated with Ruan Runling, a Chinese citizen.
