The North claimed that the CIA and IS - South Korea's Intelligence Service - "hatched a vicious plot" targeting Kim while he appeared in public in Pyongyang for ceremonial events.

North Korea accused the Central Intelligence Agency on Friday of carrying out a plot with South Korea to assassinate strongman Kim Jong-Un with "biochemical substances" - an action it said was tantamount to a declaration of war, according to state media reports.

He was told that "assassination by use of biochemical substances including radioactive substance and nano poisonous substance is the best method that does not require access to the target", the statement said.

The North Korean regime has a history of fabulist, unfounded claims, and is known for decrying global provocation on its own terms.

The denouncement of the US and South Korea governments follows a visit from CIA Director Mike Pompeo to Seoul this week, The Washington Post reported.

The claims come amid high tensions in the region.

A statement by the North Korean Ministry of State Security said that Pyongyang would find and "mercilessly destroy" the terrorists. The North regularly issues threats of military action without following through on them.

China is North Korea's closest and only major ally.

In recent weeks, a war of words between President Trump's administration and Pyongyang has brought the West to the brink of military hostilities with North Korea over its weapons program.

CNN points out that South Korea's plans to kill Kim aren't secret - well not all of them. The statement said Kim had received a total payment of about US$740,000 and was given satellite transceivers and other materials and equipment.

The country's Joint Chiefs of Staff has prepared a system called the Korea Massive Punishment and Retaliation (KMPR) that would involve surgical missile attacks, exclusive special warfare units and an ability to strike North Korea's leadership if South Korea feels threatened by nuclear attack.

According to the USA military's recent declaration, the United States has 806 deployed ICBMs (intercontinental ballistic missile), SLBMs (submarine-launched ballistic missile), and heavy bombers as well as 1,722 deployed nuclear warheads.

Earlier this year, Kim Jong-un's half brother, Kim Jong-nam, was killed with the banned nerve agent VX at Kuala Lumpur global airport.

When North Korea executed Kim's uncle, Jang Song Thaek, it accused him of plotting to overthrow Kim's government.
