Arun Jaitley questions China's strategic intent behind OBOR ambitions

About the possibility of holding talks with separatists in Kashmir, he said: "There is a difference between average citizens and those who are on the other side".

To a question on the situation in Jammu and Kashmir, while he was briefing the media on tax rates fixed under Goods and Services Tax (GST), Jaitley said: "If there is any effort and any form of ceasefire violation our soldiers will give an adequate response to that". "They have to be treated as a serious insurgency problem and have to be dealt accordingly".

You can not address the aspiration when there is a war against the country, state and local people who are losing their lives, Mr Jaitley said and warned that those taking to violence will be certainly made accountable for this.

"There are public sentiments in every Indian state and these sentiment will have to be addressed; but at the and of the day... when you take to violence and start killing security forces and your own people, you unleash a cycle that does not stop", the Defence Minister said. "There is a section which will have to be dealt with by security measures and that there is a section which will have to be dealt with by citizen sentiment".

"Jammu and Kashmir Assembly has the complete right to implement GST in the state", Jaitley said in a press conference at SKICC in Srinagar.

He said the expose is a confession by these people and he is sure the agencies concerned will take necessary action. "And those who take to violence of this magnitude will certainly be accountable for their actions", said Jaitley.

Union Finance Minister, Arun Jaitley, on Friday said the government was adopting a "two way strategies" to bring peace in the state. A section of people has to be dealt with through security measures and a section by citizen-friendly measures.

"The aspirations will have to be addressed when the state is in a peaceful format".

Jailtey pointed out that there have been instances in the past when a strategic presence has been established in the name of connectivity. "You can't have the energies of the state involved in just in combating violence at various places", he said.

On taking of man as a human shield by an army in central Kashmir's Budgam district on April 8, Defence Minister said, "We are already carrying out an investigation into the incident".

"... resources meant for economic development are being used for (ensuring) security", Jaitley said. "Let us not forget that the Army is a responsible institution and Army is also interested in saving the lives of various people involved in the election process and also the large crowd of protestors gathered there", he said.
