Missile Defense 101: N. Korea could hit with little warning

Harris, head of the United States Pacific Command, based in Hawaii, said North Korea is "closer to being able to deliver a nuclear-equipped missile anywhere in the world" and called for further coordination between the U.S., Japan and South Korea to deal with the threat.

North Korean leader Kim Jong Un (C) provides field guidance at the newly built National Space Development General Satellite Control and Command Centre in this undated photo released by North Korea's Korean Central News Agency (KCNA) in Pyongyang May 3, 2015.

Washington and Beijing - the North's sole diplomatic and military ally - are working on a new Council resolution targeting Pyongyang, she added.

In a statement, the 15-member Council demanded that Pyongyang conduct no further such tests.

Another defense official also indicated that the missile fired on Sunday also fell short of succeeding in re-entry, a key ballistic missile technology the North is reportedly struggling to achieve.

He said the council emphasised the importance of maintaining peace and stability in the Korean Peninsula and Northeast Asia at large, while urging Pyongyang to show honest commitment to de-nuclearisation immediately.

Among the possible measures could be an oil embargo, trade bans and targeted sanctions on North Korean individuals and companies, but these hinge on China's willingness to apply such measures.

The Harry Potter author added in the tweet , "please don't buy this if you're offered it". "It's super cool. The story was later printed in a limited edition book, selling all 10,000 copies in a single day.

Haley said the worldwide community wants to be able to support North Korea, but as long as it continues trying to grow its nuclear program with missile tests, North Korea would remain an "island".

No draft resolution was circulated to the full council, but Haley said the United States was working with China on a text.

North Korea fired a ballistic missile on Sunday that landed in the sea near Russian Federation, which experts said signaled major advances in developing an intercontinental ballistic missile that could target the United States. The missile fell in the Sea of Japan outside of Japan's special economic zone.

"We can not be in a "wait and see" mode until the next provocation occurs, " said France's Ambassador François Delattre.

Haley also said that the United States would consider dialog with Pyongyang only if it stopped all nuclear and ballistic missile tests.

"Absolutely, sanctions (are) something that we are looking at and we are going to continue to see where that takes us".
