Second Michigan doctor and wife arrested in alleged conspiracy to perform female genital mutilation procedures

Nagarawala, who worked as an emergency room doctor in Detroit, was charged earlier this week in the case. Some of the girls allegedly traveled to the clinic, which is midway between Detroit and Ann Arbor, from out of state.

Federal officials launched an investigation after being tipped off that Nagarwala performed the procedure on two 7-year-old girls from Minnesota who were brought by their families to MI for the procedure, according to the complaint.

The couple were arrested on Friday morning, and are expected to appear in court later today on charges of conspiracy to commit female genital mutilation and aiding and abetting female genital mutilation.

Dr. Attar is a member of the Anjuman-e-Najmi mosque in Farmington Hills, a Detroit suburb.

Federal officials would not discuss whether Nagarwala performed female genital mutilation at Burhani Medical Clinic.

The Attars were arrested around 9:30 a.m. Friday at Burhani Medical Clinic and federal agents were spotted inside the clinic.

The criminal complaint filed on Friday referenced video evidence showing Nagarwala and Fakhruddin Attar communicating outside the clinic shortly before two of the victims, both from Minnesota, arrived on the premises.

The investigation revealed that several minor girls informed forensic personnel that Nagarwala had performed procedures on their genitals and one minor girl said Farida had been present when Nagarwala did the FGM procedures. It is believed that the calls were made to set up an appointment to perform the FGM procedures.

The Minnesota girls told authorities they came to Detroit on a "special girl's trip" to see a doctor for a procedure that would "get the germs out", the complaint said.

That girl's parents were interviewed by Federal Bureau of Investigation agents and described the procedure as a "cleansing". Dr Nagarwala, charged with performing genital mutilation on two minor girls, has denied the allegations, saying she merely performed a religious ritual for families of a Muslim sect. There were fears she was going to flee the country after she was charged.

A glove belonging to the second girl was later found in the clinic. His wife's lawyer declined to comment. "The practice has no place in modern society and those who perform FGM on minors will be held accountable under federal law", stated Acting United States Attorney Daniel Lemisch.
